When you visit an office to obtain a new license, original valid documents are required.

If you do not have original copies of some of these documents, you may need to allow extra time and cost to obtain them from the issuing authority. For example, a new social security card can be obtained for free and will be mailed to you once the Social Security Administration "has verified your documents". A copy of an Alabama birth certificate costs $15.00 and can take 7-10 business days. Other states and countries have other fees and processes.
