Department of Homeland Security Office of Emergency Communications

OEC was created by Congress in response to the communications challenges witnessed during Hurricane Katrina. Established through the Fiscal Year 2007 Appropriations Act, the Office was stood up on April 1, 2007. Former Commonwealth of Virginia Interoperability Coordinator Chris Essid was appointed as OEC's first Director—a position he maintains today.

Alabama Chapter of the Association of Public Safety Communications Officials, Inc.

The Association of Public-Safety Communications Officials - Alabama is a state chapter of APCO - International which is the world's oldest and largest non-profit professional organization dedicated to the enhancement of public safety communications.

APCO International is the world's largest organization of public safety communications professionals. It serves the needs of public safety communications practitioners worldwide - and the welfare of the general public as a whole - by providing complete expertise, professional development, technical assistance, advocacy and outreach.

Public Safety Technical Assistance Tools


First established in the Office for Domestic Preparedness in 2003, the Interoperable Communications Technical Assistance Program (ICTAP) was transferred to the Office of Emergency Communications (OEC)  2007. Under OEC's guidance, the Technical Assistance (TA) program expanded and now serves all 56 states and territories. The program provides direct support to state, local, and tribal emergency responders and government officials through the development and delivery of training, tools, and onsite assistance to advance public safety interoperable communications capabilities.
